Party Planning Guide 2007-2008
Planning Levels
Level 1: Private Event by Individual Host
Definition:
A gathering in a student’s private room or suite that is fully contained within that specific area and is not sponsored or funded by a University organization or department.
For all events:
- Flyers or other publicity should not be distributed or broadcast. (Individual invitations are acceptable.)
- Parties cannot spill into public areas or include multiple rooms
or suites.
Level 2: Members Only Party
Definition:
A closed party or date function (one guest per member) in a University residence or other University space.
For all events:
- Attendance is limited to group membership (and limited guests, as above).
- Flyers or other publicity should not be distributed outside an individual residence, student organization or off campus via email or the web. (Individual invitations are acceptable.)
- One trained security monitor should be provided for every 50 guests throughout the event. (Volunteer security monitors are acceptable.) All monitors should remain sober.
- Notify the Office of Student Activities at least three working days in advance of the party using the standard party report form.
- Notify the Office of Public Safety at least three working days in advance of the party.
If alcohol is served:
- The host must provide trained and sober personnel, who are 21 or over, to serve alcohol; self-service is not permitted.
- All party-goers who wish to consume alcohol should be visibly identified as being 21 or older. Wristbands must be used; handstamps are not acceptable.
- There must be no more than three points of service for alcohol. One point of service is highly recommended.
- All points of service must include appropriate types and amounts of EANABs for the duration of the party.
Level 3: A Party Open to Stanford Students
Definition:
A party open to Stanford students and alumni with limited off-campus guests.
For all events:
- A current Stanford ID must be presented before entry is permitted. (Any guest should be accompanied by a Stanford student.)
- All publicity (including email) is to be limited to on-campus distribution and must state all entrance requirements.
- At least one trained security monitor should be provided for every 50 guests throughout the event. (Volunteer security monitors are acceptable.) All monitors should remain sober.
- Notify the Office of Student Activities at least 14 days in advance of the party using the standard party report form.
- Notify the Office of Public Safety at least 14 days in advance of the party.
If alcohol is served:
- The host must provide trained and sober personnel, who are 21 or over, to serve alcohol; self-service is not permitted.
- All party-goers who wish to consume alcohol should be visibly identified as being 21 or older. Wristbands must be used; handstamps are not acceptable.
- Hard alcohol must not be served (including mixed drinks containing hard
alcohol).
- There must be no more than three points of service for alcohol. One point of service is highly recommended.
- All points of service must include appropriate types and amounts of EANABs for the duration of the party.
Level 4: A Party Open to Stanford Students and Guests
Definition:
A party open to Stanford students and targeted off-campus college students.
For all events:
- A detailed written party plan should be presented to OSA for review no later than a month prior to the desired date. In addition, a party registration should occur using the standard party form.
- Security needs must be determined by the nature of the event in consultation with OSA and Public Safety. As a minimum, the host is required to hire at least two professional security and provide at least one trained volunteer monitor for every 50 guests throughout the event. Monitors should remain sober.
- Parties are permitted only in Tresidder Union (large events) and the Bechtel International Center and Elliott Program Center (smaller events). Some dates for these facilities will be available for scheduling a year in advance through an application process.
- All publicity must be targeted solely to specific college student populations with all entrance requirements clearly stated. All content and distribution plans must be approved by OSA prior to any dissemination. Use of the web, radio and distribution of materials in any commercial establishment is prohibited.
- Every party-goer must present a current Stanford ID or local college ID (as indicated in the written party plan).
- No re-entry is permitted.
- Five group representatives must attend a party planning workshop once a year and before any group Level 4 party occurs.

Level 5: Off-Campus Party and Formals
Definition:
A party sponsored by a Stanford student organization and held at an off-campus site.
For all events:
- Notify the Office of Student Activities at least 21 days prior to the event using the standard party form.
- At least one trained security monitor must be provided for every
50 guests throughout the event. (Volunteer security monitors are acceptable.)
All monitors must remain sober.
If alcohol is served:
- The host should implement plans, or arrange for a responsible establishment to make plans, so that all attendees consuming alcohol are 21 years or older.
- The host should take steps to encourage safe driving practices to and from the party.
